SEA 404 Author Sen. Erin Houchin Concurred with the Indiana House’s Changes

INDIANAPOLIS – Senate Enrolled Act (SEA) 404, which protects minor girls, increases parental rights and helps victims of sex trafficking, earned final approval in the Indiana Senate today by a vote of 31-10. Author Sen. Erin Houchin (District 47) filed a motion to concur with the Indiana House’s change on Monday.

SEA 404 protects young pregnant girls by changing abortion reporting requirements to the Indiana State Department of Health and the Indiana Department of Child Services from ‘less than 14 years of age’ to ‘less than 16 years of age.’

It also increases parental rights by providing civil recourse if a parent or guardian discovered someone fraudulently posed as them to help their minor daughter get an abortion. Abortion businesses will be tasked with obtaining identification for their records from the adult giving permission for the minor. It also requires judges who give a minor permission for an abortion to notify the minor’s parents, unless the judge has a valid reason to forgo notification.

Finally, SEA 404 assists victims of sex trafficking and those being coerced into an abortion by providing help information.

“We’re pleased to see SEA 404 will soon head to Gov. Holcomb for his signature,” said Sue Swayze Liebel, Indiana Right to Life Vice President of Public Affairs. “Indiana is a state that values life. Policy makers have a valid interest in protecting minors, recognizing parents’ rights and helping victims forced into abortions. We urge Gov. Holcomb to sign SEA 404 into law.”
